Finding

As of this first-pass review of public EPA and ESTCP sources, the Edison Lead Service Line Identification Test Bed exists as a seven-section controlled facility, and at least one ESTCP EMI project (EW25-8806, Dartmouth ULEMA/LCS) has conducted Phase 1 testing there. Two additional ESTCP service-line identification projects are public (EW25-8486 APEX EMI; EW25-8604 Solinas acoustics). No public quantitative detection, localization, or material-classification results from Edison were found. No public ESTCP GPR lead-service-line demonstration page was found. No public source documents UAV, controlled elevated standoff, or motion-penalty testing at Edison.

Supporting Evidence

  • EVID-0001 documents the Edison facility configuration at the section-purpose level, including soils, mixed materials, nearby utilities, calibration, and pavement.
  • EVID-0002 is EPA ORD's 2024 emerging-method snapshot: GPR labeled R&D; EMI/metal detection labeled R&D/Demonstration; acoustics labeled Demonstration; Edison described then as forthcoming.
  • EVID-0003 is the ESTCP record for Dartmouth EMI, with Phase 1 at an EPA test bed and aerial mounting described as a system capability.
  • EVID-0004 is secondary institutional news naming Edison as the March Phase 1 site and stating that independent evaluation and military-installation work were still ahead.
  • EVID-0005 and EVID-0006 are additional ESTCP terrestrial projects. Their public pages do not name Edison.
  • EVID-0007 shows ESTCP asked for GPR and EMI, which is context for why EMI awards are visible while a GPR award is not.

Evidence Against / Qualifications

  • This is a public-record finding, not a complete inventory of all ESTCP awards. A GPR or multi-sensor project may exist without a discoverable project page.
  • EW25-8486's "controlled test bed" may be Edison; the page does not say so.
  • EW25-8604 may yet test at Edison; the page does not say so.
  • Dartmouth news is not a technical report. Phase 1 data may exist but not be public.
  • EPA's 2024 technology-review report cited on the test-bed page was not obtained.
  • Readiness labels from 2024 may be stale relative to 2026 demonstrations.

Confidence Assessment

Medium for the positive statements about Edison configuration and the existence of EW25-8806 Phase 1 at Edison. Lower for any claim of absence: "no public GPR project" and "no public results" can be overturned by a single missed report.

Remaining Unknowns

  • As-built pipe diameters, exact depths, and full material list at Edison.
  • EW25-8806 Phase 1 metrics and whether independent evaluation occurred.
  • Whether APEX or LeadFinder have used or will use Edison.
  • Whether EPA has tested metal detectors or other commercial locators and posted results.
  • Whether any airborne or elevated-standoff collection has been done at Edison.

Operational Implication

Humana Machina should treat Edison as an existing terrestrial evaluation site with known section purposes, not as an unused sandbox. EMI material identification is already an active ESTCP line of work.

Experimental Implication

Task 1 should not be framed as discovering EMI or LSL test-bed practice from scratch. Task 2 is the more plausible unique contribution if it adds controlled standoff and a comparison against terrestrial ESTCP/EPA baselines. Task 3 UAV motion remains unaddressed in the public Edison/ESTCP record reviewed here.

Proposal Implication

The full proposal should name EW25-8806 and the Edison section design, state that HM will use existing ground truth and terrestrial results rather than repeat them, and keep UAV/standoff as the gap to be measured. Do not claim a unique EMI classification capability, and do not cite ESTCP accuracy targets as data.
