Finding

Published sources support treating GPR as a presence/geometry sensor that can return reflections from metallic pipes and, under some soil conditions, from PVC. They support treating EM / metal detection as metallic-response sensors that should produce little or no direct response from PVC. They do not support a claim that GPR or above-ground EMI currently identifies lead as lead, or that the system will locate all pipes including nonmetallic ones. Lead-versus-copper discrimination appears in ESTCP as a design goal (EW25-8806) and in contact electrical tests (WRF 4698), not as a published excavation-free GPR/EMI confusion matrix.

Supporting Evidence

  • EVID-0010 (Gamal 2023): 600 MHz GPR detected and, in dry conditions, distinguished metal vs PVC; discrimination degraded in leak-saturated soil; PVC weaker than metal. Simulated pipes were 0.32 m diameter at 1 m depth. Not lead-specific.
  • EVID-0012 (Nowroski 2026): freshwater-pipe NDE review. GPR is above-ground leak/geometry imaging around metallic or non-metallic pipes. MFL/MMM/RFT are ferromagnetic-only. UAV methods were excluded. Not LSL ID.
  • EVID-0009 (Hensley 2021): GPR discussed as locate/dimension, possible diameter proxy for LSLs, possible backscatter material cues, all via Bukhari 2020. Metal-detector material ID cited as limited to 12–15 in. Alternative methods called research-limited.
  • EVID-0002 (EPA 2024 poster): GPR labeled R&D for LSL identification; EMI/metal detection R&D/Demonstration.
  • EVID-0003: ULEMA is designed to differentiate lead and copper; no public measured rates.
  • EVID-0011: lead vs copper distinguished by contact resistance, not by standoff survey.

Evidence Against / Qualifications

  • Gamal is Egypt, 600 MHz, metal-vs-PVC, leak-focused. Do not generalize to Edison soils or to lead vs copper.
  • Hensley's instrument statements are secondary to Bukhari 2020 / Deb 1995. WRF 4693 will not be obtained (member/paywalled).
  • Magnetometers locate iron, not lead/copper (EPA webinar language cited in related EPA slides; not used as a standalone EVID here).
  • Advanced EMI classification of UXO metals is a different target class than small-diameter lead service lines.

Confidence Assessment

Medium for the negative claim (lead-specific standoff ID is not established in the public record reviewed). Medium for GPR metal vs PVC presence under favorable soils. Low for any numeric depth or Pd.

Remaining Unknowns

  • Bukhari 2020 full GPR/metal-detector results (will not obtain WRF 4693).
  • EW25-8806 measured lead/copper/galvanized confusion matrix.
  • Cast iron vs galvanized vs lead EM signatures at service-line diameters.
  • PVC GPR detectability in Edison sand/silt/clay and under pavement (Section 7).

Operational Implication

A fused GPR+EM workflow can use PVC as an EM-negative / GPR-geometry case. It should not advertise "locate all pipes" or "identify lead" as demonstrated.

Experimental Implication

Task 1 bench kit should keep PVC as a control. Task 2 at Edison should measure whether GPR PVC geometry and EM non-response hold in those soils, and whether EMI separates lead from copper/galvanized — not assume EW25-8806 already published that.

Proposal Implication

State that PVC is in the test matrix as a nonmetallic control. Explicitly do not claim all-pipe location or lead-specific classification until Task 2 data exist.
