Reviewer Question¶
ESTCP is currently testing several terrestrial pipe locating and characterization technologies at the Edison NJ test bed. Explain how this project will leverage that work to refine the methodology and technology selection.

Why It Matters¶
The pre-proposal already names the US EPA Lead Service Line Identification Test Bed at Edison as the calibration and validation site, and it proposes bench-scale sensor screening before buried-condition testing. Reviewers are asking this effort to build on work already underway there, not to repeat terrestrial sensor-selection experiments independently.
This is the first research phase because Edison results can constrain Q01, Q03, sensor down-selection, terrestrial baseline, standoff experiments, and cost assumptions.

Required Outputs¶
- Evidence records for public EPA and ESTCP sources, with conditions preserved.
- A statement of what has already been learned, what should not be repeated, what terrestrial baseline already exists, and which sensors deserve further consideration.
- An explicit leverage plan for the full proposal: build on, do not duplicate.
- No assumption that Edison work supports a result that has not been reviewed.
Current Working Hypotheses¶
These are hypotheses, not findings.
- Task 1 vendor screening should be narrowed by published Edison and ESTCP results rather than started from a blank sensor list.
- Task 2 should add controlled standoff and a comparison to an existing terrestrial baseline, not re-prove basic buried detection if that baseline already exists.
- UAV work remains downstream of that terrestrial baseline.
