PVC pipes were mentioned in the proposal. Clarify whether it is the intent of this proposal to locate all pipes, even non-metallic ones.

Why It Matters¶
The original technical approach says the bench-scale kit will contain representative segments of lead, copper, galvanized steel, cast iron, and PVC. That list can be read as a claim that the system will locate every pipe type, including nonmetallic infrastructure. Detecting geometry, observing a negative EM response, and identifying material are different claims.

- Is the project intended to locate lead-containing infrastructure only?
- Is it intended to locate metallic utilities more broadly?
- Is it intended to locate all pipes, including nonmetallic pipes?
- Can the workflow detect geometry or disturbed soil associated with nonmetallic utilities without claiming material identification?
- What role should PVC play in the test design: negative or control material, GPR geometry reference, EM non-response reference, fusion-behavior test, broader utility-location use case, or some combination?
- What should the proposal claim, and what should it explicitly not claim?
Required Outputs¶
- A material detection matrix that separates presence, geometry, depth, material differentiation, continuity, and negative response.
- Evidence on what GPR and EM can and cannot support for lead and for PVC.
- A proposed scope statement only after evidence exists. Do not adopt a scope because one interpretation seems intuitive.

Ready-for-Proposal Test¶
This question is adequately answered when the proposal states a single scope, explains why PVC is in the test matrix, and does not imply all-pipe location or nonmetallic material identification unless evidence supports that narrower claim.
